doesn't work as expected

Used this to charge a smartphone. It never fully charges it, stays at 90% for hours. The so called charge indicator lights are useless, colors don't match the description of what power is left or how much it has charged. Left it hooked up for hours to recharge it and it never indicated it was fully charged. Maybe the instruction manual is wrong.
